SUMMARY

Plans, organizes, directs and coordinates the general operations of the Tupelo Regional Airport. Responsible for all aspects of airport administration, operations, property management, security programs, emergency services, maintenance of facilities and equipment and federal, state and local regulatory compliance. Responsible for all aspects of administration for the Fixed Based Operator.

ESSENTIAL DUTIES AND RESPONSIBILITIES (include, but are not limited to, the following. Other duties may be assigned by the Board of Directors)

* Supervises and directs all airport personnel in hiring, scheduling of work assignments, performance evaluations, disciplining and addressing of employee concerns or problems.

* Coordinates the program of work for the airport including the preparation of and compliance with an annual budget. Oversees all budget expenditures as approved by the Tupelo Airport Authority (the "Authority"). Approves all requisitions, purchase orders, and grant fund expenditures.

* Ensures airport compliance with all applicable federal, state and local codes, laws, rules, regulations, standards, policies and procedures, including Federal Aviation Administration (FAA) regulations.

* Oversees construction and maintenance of the airfield, airport facilities and airport properties including the coordination of construction/repair projects, the review of plans and specifications for construction/repair projects, the administration of construction contracts, assistance in the selection of engineers/architects for projects, and the inspection of work performed on construction projects.

* Assists the Authority in planning for short and long term development of the airport and industrial park, and makes recommendations for adoption of development strategies based on forecasted needs and projected resources.

* Complies/monitors administrative and/or statistical data pertaining to airport activities. Analyzes data and identifies trends within the aviation industry. Performs research as needed.

* Develops strategies to position airport for future development.

* Supervises the marketing functions of the airport.

* Prepares various forms, reports, correspondence, agendas, billing statements, statistical reports, performance evaluations, equipment specifications or other documents as needed.

* Assists in preparation for Authority board meetings by preparing the board agenda, preparing policies for board consideration and recommending action to be taken by the board.

* Assists the Authority in securing local, state and federal grants and other funds through various resources.

* Coordinates with mutual support agencies and local emergency services, law enforcement officials and interested federal agencies in all pertinent authority matters.

* Consults with Authority board members to review airport activities, resolve problems, receive advice/direction, and provide recommendations and implement board actions and policies.

* Serves as liaison between the Tupelo Airport Authority and the Mayor/Tupelo City Council.

SUPERVISORY RESPONSIBILITIES

* Supervisory responsibilities for all employees at the Tupelo Regional Airport.

QUALIFICATION REQUIREMENTS

* Educational and/or Experience: Graduation from an accredited college or university with a degree in business administration or some related aviation or technical field. Minimum seven (7) years of airport management experience with a strong preference given to experience dealing with commercial airlines.

* Language Skills: Ability to read, analyze and interpret common scientific, technical and aviation journals, financial reports and legal documents; ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community; ability to communicate orally and in writing with the Authority, the media, and other public groups.

* Reasoning Ability: Capable of organizing and administering the functions of the Tupelo Regional Airport, including planning, assigning and directing the work of subordinates. Ability to establish and maintain effective working relationships with City of Tupelo departments and the Tupelo City Council. Ability to work independently of direct supervision. Must regularly resolve difficult technical questions relative to laws, policies and activities of the airport and the aviation industry. Ability to make crucial decisions, exercising judgment and discretion with regard to interpretation of airport policies, procedures and regulations, and with respect to FAA and other federal regulations. Maintains a high visible presence as a representative of the Tupelo Airport Authority with a wide variety of agencies and the general public. Must possess a high degree of competence in meeting and interacting with the public, members of the press, other news media, and agencies and individuals involved with the Tupelo Airport Authority. Ability to maintain effective working relationships with agencies and individuals involved with the Tupelo Airport Authority and the general public while exercising managerial and regulatory functions.

* Certifications, Licenses and Registration: Must have current Mississippi drivers license and must be insurable as a licensed driver for both liability and comprehensive (collision) insurance. Some bonding capacity may also be required.

* While performing the duties of this job, the employee is regularly required to talk clearly and hear. The employee is frequently required to use hands to handle or feel objects, building and site plans. The employee is occasionally required to stand, walk, sit, reach with hands and arms, bend, stoop, kneel or crawl. The employee must occasionally lift and/or move up to ten (10) pounds. Specific vision abilities required by this job including close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

* Some planning and management tasks will require site visits outdoors in all weather conditions. The employee may be exposed to wet and/or humid conditions. While performing the duties of the job, the employee could be exposed to fumes, airborne particles, toxic chemicals and high noise levels.
